The project hypothesis submitted to the PAC2020 public notice needs to be developed and contextualised. From its first formulation to today, with the successful outcome of the call for tenders, about a year has passed. These latency and pandemic times had dulled enthusiasm but the prospect of realising the project creates a new impetus and adds strength to the undertaking.
Knowledge of the site is at the basis of the project decision, the hypothesised space is only a potential environment, we proceed with a careful observation of the floodplain area between the bank and the main embankment with several inspections also on the opposite bank and in the neighbouring municipalities.
The border space drawn by the Po is configured, from time to time, as a place of exchange, danger, precariousness, conflict, defence, marginality, and disputed rights. Crime, degradation, squatting and the absence of institutions demonstrate the lack of awareness of the important landscape heritage.

The need of the project is to identify a sufficiently safe place to place an interface with a new vision of collective space that highlights the concept of the common good.

The hostile territory should be offered a recognisable symbol starting from the functions and uses attributed to the space, taking into consideration the signs present in situ.
In order to better understand the contradictions and expectations of the users, a large number of photographic notes were made.
